Preheat your oven to 350 degrees. Spray a 9 by 5 inch bread pan very generously with cooking spray.
In a bowl (a soup bowl will work well) mix together the sugar and cinnamon.
Roll out the biscuits just slightly so they are a little thinner. Brush with melted butter and dip in the cinnamon sugar mixture so they are well coated.
Making a pile, top a biscuit with a strawberry jelly (no need to measure, just a smalls quirt), top with a few strawberry slices, then another biscuit. Repeat until you have no more biscuits. Do not add jelly and strawberries to the top of the last biscuit.
Turn the pile on it's side in the bread pan and bake for 40 to 45 minutes. Be sure to check on it at 40 minutes. Do not over bake.
After you take it out of the oven, combine the milk and chocolate chips in a bowl and cook in the microwave on half power for 1 minute. Whisk well. Continue cooking on 30 second intervals until smooth. Whisk in the powdered sugar. Drizzle over the bread and serve.
