Preheat your oven to 350 degrees Fahrenheit. Prepare a 13 by 9 inch pan by lining it with two pieces of parchment paper, criss-crossed.
In a medium bowl whisk together the flour, baking soda, cinnamon, and salt, until fully combined. Set aside.

In a large bowl using a handheld mixer or in the bowl of a stand mixer, beat the butter and sugars together until light and fluffy, about 3 to 6 minutes. Add the eggs, one at a time, and then the vanilla and continue beating until fully combined. Scrape down the sides of the bowl as needed.
14 tablespoons unsalted butter, 3/4 cup brown sugar, 3/4 cup granulated sugar, 2 eggs, 1 teaspoon vanilla
Add the flour mixture. Mix on low until it just begins to combine, and then on high for just a few seconds until fully mixed in. Be careful not to over-mix.
Slowly add the oats and mix until combined.
2 cups quick cooking oats
Gently mix the Rolos into the dough, and press the dough into the prepared pan. Please note, that I like to save a few Rolos to press into the top of the dough, about 8 to 10.

Bake for 20 to 25 minutes, or until the edges of the bars are lightly golden.
