In 2 large bowls, combine the beef mixture with the chopped cabbage, tomato sauce, rice, parsley, salt, dill, and pepper. Mix well to combine and then put in the prepared baking dish. I like to do this by dividing the ingredients between 2 bowls, mixing them, and putting them both in the casserole dish. But you could also do it in batches in 1 bowl.
